Useful information about Primary Health Care

COMMUNITY HEALTH SERVICES IN VICTORIA

Community Health Services (CHSs) provide universal access to services but historically have been heavily focused towards targeted services for vulnerable population groups. They are major providers of a range of health and human services including general practice medical services, allied health, community services, drug and alcohol, disability, dental, post-acute care, home and community care, mental health services and community rehabilitation plus many others.

There are over 30 community owned CHSs (As at August 2016) including

Inner South Community Health – www.ischs.org.au

Gateway Community Health (Wodonga) – gatewayhealth.org.au.

Outside of Victoria, an interesting community owned health service is National Health Coop in Canberra.

This was community initiated and has been operating since 2010. It has expanded to six sites with over 20 GPs as well as other practitioners. It has 30,000 members now who pay a small monthly fee and then can get all their appointments bulk-billed. http://www.nhc.coop

Useful publications

COPHE undertook a project with Sector Connect, a regional NGO peak body in SW Sydney in 2014-16. As part of this COPHE produced a report on 19 options for integrating primary health care and mental health services more closely for the benefit of their clients. It is available here.

Rod Wilson

Rod has strong experience in the Australian health sector. He has been CEO of three Community Health Services over three decades, including 15 years as CEO of Inner East Community Health Service.

Rod is currently a health planner and strategist, working with a range of primary health care initiatives around Victoria. Recent projects include: development of Gateway Community Health Super Clinic in Wodonga; development of after-hours medical service modeling for Gippsland Medicare Local; feasibility study for new growth corridor primary health care centre facility for Stockland and Dianella Community Health; review of various medical practices including Ballan Super Clinic, Doutta Galla Community Health Medical Practice; financial and service modeling for Inner South Community Health Service medical practice; providing strategic advice to the Plenty Valley Super Clinic; the development of private allied health services in some community health services; and the development of strategic plans for several organisations.

Rod is also on the Executive of the Australian Healthcare Reform Alliance, and has presented at many national and state conferences in the last ten years.

Tony McBride

Tony is a consultant with extensive experience in the health and community sector. He has worked for several key health NGOs and now undertakes strategic planning, research, and community engagement work with the health and NGO sector through COPHE and more broadly.

He is a Director of Eastern Melbourne Primary Health Network and previously of a Medicare Local. He was Chair of the Australian Health Care Reform Alliance for six years until mid-2016, and previously was a member of NHMRC’s Prevention and Community Health Committee, the RACGP National Quality of Care Committee, and the National Dental Advisory Board reporting to the Federal Minister in 2011-12.

Before his consultancy role, Tony was the CEO of Health Issues Centre (consumer-focussed research and advocacy) for six years and the manager of Commonwealth population health funding (suicide prevention, drugs and alcohol, Coordinated Care Trials) in Victoria. Earlier he managed health and community services for a local government; taught and researched at Deakin University and worked in a community health service.

Chris Love

Chris is a qualified CPA and has strong expertise in financial and business management including data analysis. He has worked in the health sector for over 17 years including management roles in Corporate Services with various community health services (i.e. Inner East CHS) as well as senior management positions in other organisations. Chris has specific expertise in developing financial models and investigating business requirements for operating medical practices and health activities generally.

Chris is currently involved in a range of consultancy projects with Rod Wilson. These include Gateway Community Health Super Clinic, after-hours medical service modeling for Gippsland Medicare Local; feasibility study for new growth corridor primary health care centre facility for Stockland and Dianella Community Health; review of various medical practices including Ballan Super Clinic, Doutta Galla Community Health Medical Practice; and financial and service modeling for Inner South Community Health Service medical practice.
